Officer Dingleberry is a very sad and angry man. He hasn't had an erection in well over a year, and his wife recently left him, so now he has no woman at home to beat up anymore. When he's working, he takes advantage of every opportunity he can to pull out his baton and swing it at whoever is within range, especially if it's a woman.
